Minutes of The Lewes Town Partnership Meeting, 7pm, 19th January 2004, The White Hart, High St, Lewes (re-convened from SDCVS, 66 High St, Lewes) Note if any attendees notices any omissions or inaccuracies please let me know. J Denis Present: Johnny Denis (Chair), Becky Reynolds, Katharine Rayner, Owen Clifford, Rachel Powell Apologies: Paul Rideout Minutes of Mtg. of 15.12.03: The minutes formed the basis of the Agenda 1 Town Brochure RP Reported back from Lewes Town Council on the Tourism Brochure. Originally Martin Surgey given 5K? to develop a promotional brochure for Lewes - post flooding. This led to a draft in November. LTC & Harveys have each offered 2k? more to finish the brochure taking into account LTP's views. OC mentioned that Seaford had received funds from the Heritage Lottery Fund for a Town Trail leaflet. LTP discussed the possibility of doing something similar, perhaps to be optionally included in the Brochure with other leaflets. RP to take forward proposals from LTP re draft of brochure BR & JD to attend HLF workshop on 2nd of Feb. 2 Mystery Visitor Mystery visitor is expected to audit Towns facilities and welcome against Tourism South East benchmarks in Mid Jan. A workshop has been booked using our February Meeting date and time, at the Town Hall, to work through the audit and make proposals recommendations. Unfortunately the meeting noted that no only did the proposed meeting fall in a half-term week, but that it was also short notice to invite partners. JD to liaise with LDC/LTC/TSE to investigate re-arranging and to inform Partnership members Agreed with LDC and LTC that the Mystery Visitor Workshop will be re-arranged for 7pm on the 22nd March at Lewes Town Council Meeting Room/chambers 3. Market Towns LTP was advised to formally write to John Magness @ Lewes District Council, CC'd to OC to request funds to turn our Local Voices: Local Choices in to a useable Action Plan which would form the basis of any bid to the Market Towns Initiative (up to £?250 for each Market Town - criteria not yet published and programme not yet finalised) JD to write to John Magness 4. Lewes District Transport Group The Group has met twice to address common issues across theDistrict. Currentt focus on Safe Routes to School, Local and School Transport Plans and speeding. A speeding awareness seminar was held in Uckfield. ESCC and Sussex Police very keen on reducing road death and injury and improving quality of lives and safety particularly for young people. Some support for Speed indicator displays (smiley/frowny faces). These are available to borrow. Speed Guns are also available at the subsidised rate of £?3000. Traffic Calming - training is available in using the guns and money iavailablele for local speed initiatives from the Speed Camera Partnership. 20 Mph speed limits to be set in Offham Road, Lewes and South Chailey. (OC has details/contacts) LDTG are also bidding for £?8K towards a co-ordinator Charging for On-street parking is also going to bring in some funds the remainder after paying fcontractorsirs/ costs will be in a community chest. This fund to which we should apply John Magness, CC to Owen Clifford, to create an action plan and MTI application. 5. Local Strategic Partnership Report from the LSP centred on the Area Investment Framework (AIF) - the strategic plan to deveolve up to 80% of South East England Development Agency's funding for East Sussex (minus HAstings and Rother which are part of a different AIF). The funds are set to be managed by East Sussex Economic Partnership (ESEP). Funds include £?1M for 2004/5 (?500k for greater Newhaven but where Newehaven would not not be involved in allocating or managing the funds). The Mtg expressed its concern that the AIF funds would be managed by ESEP. It was felt that this arrangement distanced localities from the decision making To demonstrate Newhaven's case for investment, it was noted that only 2.5% of ferry passengers stop in Newhaven, and thatAverage spend by frerry passengers in Dieppe is approx 1000% more in Dieppe than in Newhaven. 6 Local Development Framework The Local Development Framework (LDF) will replace the District Plan as the source of local planning guidance from June 2005. From April this year LDC will be leading on consultation for the LDF. It is expected that LTP will have a significant role locally in involving local people in the process. 7 Youth Awaiting result of bid for Skate Park. Owen attended mtg of all applicantss. Result due soon. JD playing telephone tennis with Lewes District YMCA. Next Mtg March 15th SDCVS, 7pm Mystery Visitor Audit follow-on Workshop, 7pm 22nd March, Lewes Town Council Chamber/Mtg Room
